On July 31, 2025, the Standing Committee of the Shanghai Municipal People's Congress adopted the "Decision on Deepening Ecological Civilization Construction and Building Shanghai into a Model of Beautiful China," which will take effect on September 1. This decision, the overarching regulation for the city's ecological civilization development, defines three overarching requirements and five tasks:
1. Spatial Optimization: Strengthening the guidance of national land space planning and establishing an urban and rural ecological framework;
2. Green Transformation: Promoting lowcarbon development in key areas, implementing dual carbon emission controls and comprehensive conservation;
3. Pollution Prevention and Control: Deepening the management of blue skies, clear waters, and clean land, and building a waste-free city across the region inlcuding but not limited to enhancing the single-use plastic limitation and ban;
4. Ecological Improvement: Coordinating the management of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts to enhance biodiversity;
5. Safety Maintenance: Strengthening ecological risk prevention and control and biosafety management.
Coordination and Action:
• Deepening ecological codevelopment in the Yangtze River Delta and the Yangtze River Economic Belt, and participating in global environmental governance;
• Promoting a green lifestyle (clean plate campaign, waste sorting, and lowcarbon travel), and limiting the use of single-use plastics;
• Strengthening supervision and guarantee mechanisms to promote public participation. **Goal**: To create a benchmark for ecological civilization construction in megacities and serve the Beautiful China strategy.
