Policies and Standards: Implementation of National Standards Ends the "Wild Growth" of the Industry

In 2026, the pulp molding equipment industry has witnessed a landmark transformation in standardization. A comprehensive policy system, supported by national standards for core equipment, mandatory requirements for energy efficiency and environmental protection, and green fiscal and tax incentives, has been fully implemented. This has completely put an end to the long-standing problems of low technical barriers, chaotic parameters, uncontrolled energy consumption and substandard environmental performance that characterized the industry’s "wild growth", and propelled the industry into a high-quality development stage featuring standardization, high-end development and low carbonization.

On September 1, 2026, two core industrial standards issued by the Ministry of Industry and Information Technology — JB/T 15426-2026 Roller Forming Machines for Pulp Molding Products and JB/T 15427-2026 Hot Pressing Shaping Machines for Pulp Molding Products — were officially enforced. Together with the earlier implemented JB/T 15329-2025 Molding Machines for Plant Fiber (Pulp) Molded Products, they have established unified national technical specifications for key pulp molding equipment for the first time. These standards clearly define terminology, model coding rules and core parameters, and set mandatory technical requirements for forming accuracy (±0.1mm), hot pressing pressure (0.4–0.6MPa), temperature control (180–200℃) and continuous operation stability (≥720 hours of trouble-free running). They also standardize testing methods, inspection rules and factory acceptance criteria, thoroughly resolving pain points such as non-standardized equipment, uneven performance and lack of unified quality benchmarks, forcing enterprises to phase out inefficient and low-quality production capacity.

In terms of energy efficiency and environmental protection, mandatory national standards impose rigid constraints. The Minimum Allowable Values of Energy Consumption and Energy Efficiency Grades for Full-automatic Pulp Molding Production Lines (GB 38507-2025) and Emission Standards of Pollutants for Pulp Molding Industry (HJ 1289-2025) have been fully implemented, setting access thresholds including unit product power consumption ≤0.78kWh/kg, water consumption ≤3.8m³/ton and wastewater reuse rate ≥85%. Unorganized VOC emissions, waste heat recovery efficiency and closed-loop waste pulp reuse rate are included in mandatory factory inspection items. Industry assessments show that approximately 21.4% of existing inefficient production lines face deadlines for renovation or elimination, directly driving equipment upgrades toward energy conservation and environmental protection.

Policies are supplemented by green incentives and local standards, forming a three-dimensional regulatory system of "national + industrial + local standards". Pulp molding equipment is included in the Catalogue of Preferential Income Tax for Environmental Protection Special Equipment, allowing purchasers a 10% tax credit, coupled with green low-interest loans to reduce compliance and renovation costs. At the local level, Jiangsu has introduced stricter local regulations for food contact materials than national standards, while Sichuan has launched raw material subsidies and special funds for bamboo-based pulp molding. A full-chain policy support system has been formed in 23 provinces nationwide, covering 74.2% of the country.

The full implementation of the policy and standard system represents a fundamental restructuring of the industry’s development logic: shifting from scale-oriented extensive expansion and low-price competition to value-oriented development based on technical compliance, energy efficiency and quality control. It has laid a solid foundation for domestic equipment to achieve high-end breakthroughs and global competitiveness, leading the industry from disorderly expansion to a new stage of standardized prosperity.
